SUMMARY OF DUTIES:
This position is responsible for ensuring compliance with federal, state, local, and Amtrak environmental regulations and leading environmental compliance activities at facilities in assigned territory. More specifically, Los Angeles Maintenance facility, stations and assisting with various outline points, as well as en-route trains, for causes of spills and non-compliance incidents, industrial accidents, preparation of reports and submittals of compliance documentations.

ESSENTIAL FUNCTIONS:

  • Implements safety or industrial health programs to prevent, correct, or control unsafe environmental conditions. Programs include, but not limited to those described in facility documents such as Facility Environmental Manual, SPCC Plan, SWPPP plan, and Hazardous Waste Contingency Plan.
  • Conducts or coordinates training of workers concerning environmental compliance, safety laws and regulations, use of safety equipment, devices, and clothing, and first aid.
  • Conducts or directs testing of soil, air, water, noise, temperature, or radiation to verify compliance with environmental health or safety regulations.
  • Leads spill prevention and spill clean up activities; investigates causes of spills or non-compliance incidents, industrial accidents, or injuries to develop solutions to minimize or prevent recurrence.
  • Prepares reports of findings from investigation of accidents, inspection of facilities, or testing of environment.
  • Conducts and documents environmental-related inspections of facilities, machinery, and safety equipment to identify and correct potential hazards, and/or ensure compliance with environmental safety regulations.
  • Coordinates facility EMS activities to develop and track new environmental initiatives.
  • Develops and submits environmental compliance documents to applicable agencies and maintains responsibility for facility environmental files.

MINIMUM QUALIFICATIONS:

  • Experience demonstrating skill conducting safety, health, and/or environmental inspections/investigations sufficient to monitor legal compliance.
  • Experience demonstrating skill training others on company regulations, policies, programs, and procedures.
  • Experience demonstrating skill using PC-based word processing (e.g., Microsoft Word, WordPerfect) and e-mail (e.g., Microsoft Outlook, Lotus Notes) software.
  • Experience demonstrating skill coordinating and facilitating meetings.
  • Experience demonstrating skill presenting information in face-to-face and group situations (e.g., providing training)
  • HAZOPER certification, or ability and willingness to obtain same within 6 months of entry into the position (this requirement may vary, based on location, or focus of position)
  • Bachelor's Degree or the Equivalent combination of education and training/experience
  • 3-5 years relevant work experience, or equivalent combination of education and work experience
  • Knowledge of federal, state, and local safety, health, and/or environmental regulations (e.g., OSHA) Effective oral and written communication skills
  • Effective oral and written communication skills * Ability and willingness to work independently with minimal oversight and guidance.
  • Ability and willingness to attend and pass Amtrak Environmental Competency training.

PREFERRED QUALIFICATIONS:

  • Knowledge of railroad safety, health, and/or environmental regulations (e.g., HAZCOM/Right-to-know, safety management practices)
  • Experience demonstrating skill working within a budget.
  • Experience with facility-based environmental compliance and sustainability programs
  • Experience with Environment and Sustainability Management Systems
  • Experience with MS Publisher software

WORK ENVIRONMENT:
Physical Demands:

Constantly uses a computer keyboard and monitor to perform a variety of tasks, e.g., create and review documents, analyze information, e-mail, etc.

Occasionally distinguishes color-coded information.

Frequently recognizes sounds and changes in sound.

Occasionally uses fine motor control for coordination/dexterity, e.g., using hand tools, removing, repairing, working with small components using fingers and hands.

Occasionally performs tasks that require sitting for extended periods of time.

Occasionally performs tasks that require reaching, bending, twisting, kneeling, and/or squatting.

Occasionally performs tasks that require standing and/or walking for extended periods of time.

Will be working around, under, and in multiple types of passenger cars and locomotives.

Mental Demands:

  • Frequently learns new tasks, both complex and simple, to maintain effectiveness in position.
  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and in writing.
  • Constantly works in a challenging environment with frequently changing priorities.


Working Conditions:

  • Occasionally works on or around energized electrical equipment.
  • Constantly wears protective equipment in facilities as required by company, federal and state health, and safety standards.
  • Occasionally works outside in all weather conditions (e.g., wind, rain, snow).
  • Occasionally works inside in a climate-controlled environment.
  • Occasionally travels over long distances (e.g., via airplane, train, automobile), up to 40% (based on location).
  • Frequently works long hours as required; works rotating shifts, non-standard shifts and/or extended hours; or required to be on-call and available on an emergency basis.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $78,600-$101,844. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
