DESCRIPTION


The City of Corona has an exciting opportunity to join our Human Resources Department as a Safety Program Analyst. The mission of the Safety Division is to collaborate with City departments to ensure compliance and prevent injuries to employees.

The Safety Program Analyst under general direction, performs complex and varied technical, and analytical tasks in the development, implementation, and administration of the City's occupational health and safety programs. Furthermore, this position conducts a variety of technical and analytical safety and health activities which include safety compliance audits and accident and complaint investigations.

This position qualifies to work a 4 x 10 work schedule Monday through Thursday and allows for casual dress attire. This position also accrues executive leave (27 hours per quarter) on top of regular annual leave.

Candidates who possess Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), or a Certified Safety Professionals (CSP) certification(s) will be highly desirable. The Ideal candidate will possess the following Knowledge, Skills, and Abilities:

Knowledge & Education

  • A bachelor's degree from an accredited college or university with major coursework in occupational health or a related field or equivalent.
  • Continuing occupational safety and health education is mandatory.
  • Knowledge of principles and techniques involved in an effective occupational health and safety program.
Skills/Abilities
  • Ability to conduct complex research projects on a wide variety of employee safety and health issues, generate and evaluate alternatives, make sound recommendations, and devise workable solutions.
  • Investigate and analyze safety program and injury or illness incidents and make appropriate decisions.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Interpret, explain, analyze, update, and ensure compliance with OSHA, Cal-OSHA and City policies and procedures, rules, complex laws, codes, regulations, and ordinances.
  • Identify areas of particular risk and develop programs to reduce risk.
  • Effectively generate safety training compliance reports and analyze training needs to achieve compliance with Cal-OSHA (Occupational Safety and Health Act) safety training requirements.
  • Conduct safety training programs and make public presentations.
  • Analyze budget expenditures and make recommendations for cost savings.
  • Interpret driving records from the Department of Motor Vehicles.
  • Perform respiratory fit testing in compliance with Cal-OSHA regulations.
  • Keep abreast of developments in the field of industrial safety and health.
  • Conduct safety audits of facilities and make recommendations for improvements.
  • Navigate a variety of database systems via data querying, data editing, and reporting functions.
Experience
  • Five (5) years of increasingly responsible experience in occupational safety and health, industrial hygiene, safety regulatory compliance, or a related field.
  • Must possess a valid California Driver's License, to be maintained throughout employment.

The successful candidate will be required to undergo a reference / background check including livescan and pass a pre-employment medical examination (which will include a drug/alcohol screening).

THE ORGANIZATION
The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.
