Job Summary

The Document Control Manager ensures that document control processes comply with internal procedures and regulatory requirements. The Document Control Manager implements and directs documentation procedures in storing, updating, and distributing engineering documents, including blueprints, mechanical drawings, specification sheets, etc., and ensures that documents are stored in the correct version. The position will work with various Field Engineers and Project Managers, as well as partner with Matrix Engineering Group Document Control personnel across multiple offices.

Essential Functions
  • Actively supports the Company's commitment to safety and its "Core Values."

  • Establishes a procedural framework for identifying, collecting, distributing and filing of the controlled documents for the Program. This includes the drafting and revising of Document Control procedures and substantive participation in the development and roll out of Document Control tools, such as scanning hardware, computer software, EDMS, etc.
  • Ensures the information and management control system is implemented in compliance with each respective Client's contract requirements and is updated to reflect any revisions issued during project execution. Maintains awareness of new Client and/or Program initiatives that may potentially impact the control or distribution of information of the project(s).
  • Ensures the Project Team members are provided with adequate training and facilities support to enable the successful use the of the procedures and systems of the Program and to foster collaboration and cooperation among the functional groups. Proactively conducts "spot audits" and "over-the-shoulder-reviews" of Project Teams to facilitate and enhance overall compliance with the Document Controls procedures.
  • Provides Quality Assurance / Quality Control (QA/QC) audits of the hardcopy Document Control files and the Electronic Document Control files. Continuously monitors the transit and storage of documents throughout the organization to validate correct processing and recording. Provides audit results as applicable for continuous improvement.
  • Assists with policy discussions, including e-mail and video recording and retention, etc.
  • Coordinates IT Support as the interface for Document Control issues, which includes process enhancements to existing software, developing recommendations for new hardware and/or software rollouts intended to benefit the Document Control environment. In general, identifies trends and recommends "best practices."
  • Maintains an alert oversight of Document Control, including utilization of Document Control Technicians in Project Team meetings, developing routine reports and key performance metrics to gauge a Project Team's effectiveness (e.g. average RFI response time chart), and taking an energetic approach towards establishing and maintaining control.
  • Performs additional responsibilities, as directed.

Qualifications
  • A four-year degree is preferred; however, a two-year technical degree augmented with courses and/or seminars in engineering change control, change requests, contract administration or project management is acceptable.
  • 10+ years of Document Control experience, with at least 5+ years' supporting an engineering and construction project, preferably on full EPC Projects. Previous experience managing a Documents Control program for major EPC projects required.
  • Experience with Microsoft Office Suite and Adobe Acrobat is required, with demonstrated experience with large-scale Document Control hardware and software, such as scanners, optical character recognition.
  • Must be a self-starter with a positive and proactive attitude, results-oriented focus; and willing and capable to assume additional responsibilities.
  • Proven accuracy, reliability and completeness in job accomplishment.
  • Strong oral, written, and interpersonal communication skills.
  • Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate and timely results while maintaining a customer-service attitude.
  • Must be physically capable to occasionally wrap, lift and move boxes/packages of up to 25-pounds.

California law requires pay information in job postings. The typical hiring range for this position in California is shown below. The pay rate will depend on the successful candidate's qualifications and prior experience, specific skill set, geographic location, internal equity, and other factors influencing pay. As such, an actual salary may fall closer to one or the other end of this range, and in certain circumstances, may fall outside the listed hiring range.

Hiring range: $102,058 to $153,087 annually
